The U.S.
Army recruiting process has become critical in maintaining the
preparedness of its more than 499,000 active duty soldiers and
700,000 National Guard and reservists worldwide. United States
Army Accessions Command (USAAC), located at Fort Knox, Kentucky,
provides the data warehouse applications to support more than
7,300 Army recruiters in over 1,600 recruiting offices across the
U.S. and the world. The US Army turned to Teleran to ensure that
the personal information maintained in the recruiting data
warehouse is protected as required by Federal data privacy
regulations.

The USAAC
must comply with Federal regulations for securing the privacy of
personal data collected during the recruitment process. The Army
needed to implement both an auditing capability that recorded who
was accessing what records, when and with what application. More
importantly, they needed to enforce data protection policies that
prevented both inadvertent or intentional access to personal
records.
Because
multiple applications are used to access the data warehouse,
auditing and implementing controls at the application layer would
have been costly and inconsistent. They also determined that
database and system level monitoring tools did not offer
comprehensive usage tracking or effective data access controls.
With thousands of users and an increasingly large data warehouse
they needed a system that was fast and easy to implement, was not
disruptive to their user community and required minimal
maintenance.

usage auditing as well as privacy policy enforcement.
